Special prosecutor requested in South Bend police shooting of Black man as Pete Buttigieg grapples with racial backlash

On Monday, South Bend requested a special prosecutor to look into the fatal shooting of a Black man in the Indiana city. St. Joseph County Prosecutor Kenneth Cotter filed the petition days after Mayor Pete Buttigieg, who is also a 2020 presidential candidate, promised to write to the U.S. Department of Justice's Civil Rights Division to request an independent investigation.
